EAC mark — CU/EAEU TR DoC & CoC

Important note

If you have a choice, choose the Declaration of Conformity (DoC) instead Certificate of Conformity (CoC) with our local representative (LR) service. It’s cheap, fast, reliable, minimal risk, no accreditation required. If you like some risk, troubles, expensive and complicated way in this case you choice is Certificate of Conformity (CoC).

EAEU/CU General terms of Technical regulation

The table below shows the general rules of EAC mark or EAEU/CU Technical regulation that’s applicable for low voltage equipment. Unfortunately no direct recognition of any other overseas certificates, declarations, test reports and factory inspections in Russia but if you apply 1d scheme (DoC) and our local representative service in this case the accreditation is not required. So CB/CE report if it’s based on harmonized IEC/ISO norms can be recognized in accordance with EAC requirements without retesting .

Eurasian commission (Custom Union commission formerly) publishes Technical Regulations (reglaments), list of standards applicable for regulations and certification and declaration scheme to approve equipment and goods http://eurasiancommission.org.

Scope of regulation is specified by Article 1 and attachments to CU TRs and it shows what equipment categories are object of regulations and schemes and procedures to approve them. HS-code is never used as criterion for obligatory certification or declaration.
EAC marking procedure

Declaration and certification (DoC and CoC).
Factory inspection is required for serial certification — CoC procedure only. Not required for all other DoC schemes.

Voluntary approvals

No voluntary approvals in CU TR scope at all. It means you never obtain, even voluntary, any compliance document to mark it by EAC-mark. You should certify your product in accordance with national regulation and mark it by PCT-sign for Russian market.
Language

Russian obligatory. All other languages are regulated by member-countries legislation.

Technical and import (customs clearance) cross-regulation

As it was mentioned earlier HS-code is never used as criterion of classification for obligatory certification or declaration. Nevertheless there are several customs regulations that specifies what approval — CoC or DoC depending on HS-code should be submitted to clear customs.

In reality the example below demonstrates that you should use CU TR rule preferably to choose what document — EAC CoC or EAC DoC should be issued and registered for specific equipment. Power supply to charge notebook and power supply for server and storage equipment has the same HS-code 8504 40 300 9. The first of them should be certified but other one — declared.
